Dr. Alfred Mutua, Kenya's Cabinet Secretary for Foreign and Diaspora Affairs, has announced a meeting with leaders from the Lower Eastern and Ukambani regions on Friday, January 10, 2025. The session, set for 3:00 PM at Maanzoni Lodge in Machakos County, aims to foster unity and discuss regional development. Quoting scripture, Dr. Mutua said, “Come, let us reason together,” underscoring the need for collaboration.

While the meeting is framed as a developmental initiative, it has sparked debate about the role and impartiality of Cabinet Secretaries under Kenyan law. According to the Constitution, Cabinet Secretaries are appointed from outside Parliament to avoid political bias (Article 152[3]) and are required to perform their duties impartially (Article 153[4][a]). The Leadership and Integrity Act of 2012 further mandates public officials to steer clear of conflicts of interest and maintain transparency.

Critics argue that the timing and purpose of the Maanzoni meeting might blur these legal lines. If perceived as a platform to promote political alliances, it could challenge the neutrality expected of Dr. Mutua’s office. This concern is amplified by ongoing political developments, including discussions between Wiper Party leader Kalonzo Musyoka and former Deputy President Rigathi Gachagua, which hint at shifting alliances ahead of the 2027 elections. Notably, an impeachment motion against Gachagua was introduced by MP Mutuse of the Maendeleo Chap Chap Party, which Dr. Mutua leads.

In contrast, the Ministry of Labour and Social Protection offers a clear example of governance focused on measurable outcomes. Its initiatives include ensuring workplace safety, combating child labor, and providing social assistance to vulnerable groups. Through programs like the Directorate of Children’s Services and the National Social Protection Secretariat, the Ministry addresses practical needs that directly improve citizens’ lives.

The juxtaposition of these two roles raises broader questions about priorities and accountability. While public forums can facilitate unity, they must adhere to constitutional boundaries. If Dr. Mutua’s meeting is viewed as politically motivated, it risks undermining public trust and credibility.

Progress for the region hinges on prioritizing transparent, measurable initiatives over potential political maneuvering.
