The deal was linked to the Adani Group, an Indian company that had proposed a plan worth over $2 billion to run Nairobi’s main airport for 30 years. They wanted to build new terminals and improve the runway, with money coming from airport fees and private investors.

But the plan was kept secret and didn’t follow normal bidding rules. It became public in July 2024 after a student, Nelson Amenya, leaked documents. This caused protests by airport workers.

Later, the Adani CEO was charged in the U.S. with bribery. In response, President Ruto canceled the deals with Adani, saying the government wanted to be more honest and open.

Attempts to Bypass the Treasury

One of the most shocking claims made by Muturi is that the proposed $1 billion grant was not routed through the Treasury, as stipulated by the Public Finance Management Act. This act mandates that all government funds be accounted for and monitored, ensuring transparency and accountability.
